8 Generous Scholarships in Romania for International Students

Romania is home to its top four universities that are ranked among the best in the world. This diverse country is full of historic interest, beautiful natural landscapes, friendly people, and a rich combination of European cultures.

Each year, Romania offers plenty of scholarship opportunities both to Romanian and foreign students. For you who are interested in pursuing studies or conducting research in this country, here are some recommendations of scholarships in Romania for international students. These scholarships can help cover your study expenses, living costs, travel expenses, research / project expenses, and/or other expenses you need support for.

  1. Romanian Government Scholarship for Foreign Citizens: 85 scholarships in Romania for international students to study in undergraduate and postgraduate levels at Romanian universities. The scholarships are available to foreign citizens from all countries, except for European Union (EU) member states. The scholarships are awarded for three study cycles:
    • For the first cycle (undergraduate): Dedicated to high school (or equivalent) graduates as well as to candidates who require the continuation of their studies in Romania. Studies last for 3 to 6 years, according to the specific requirements of the chosen faculty, and ends with a final examination.
    • For the 2nd cycle (master): Dedicated to graduates of university / postgraduate study students. It lasts for 1.5 to 2 years and ends with the defense of a dissertation.
    • For the 3rd cycle (doctorate): Dedicated to graduates of university / postgraduate studies (i.e. master). Studies last for 3 to 4 years, in keeping with the specific requirements of the chosen faculty, and ends with a doctor’s thesis.

The scholarships are available for studies in the following areas: architecture, visual arts, Romanian culture and civilization, journalism, political and administrative sciences, education sciences, social and human sciences, technical studies, oil and gas, agricultural sciences, and veterinary medicine. Scholarships are not awarded in the fields of medicine and pharmacy.

  1. University of Bucharest – CEEPUS Program: The Central European Exchange Program for University Studies (CEEPUS) is an academic mobility network, bearing a tradition in the European central space, which finances student and teacher trips. CEEPUS awards annually 500 grants for students and teachers who arrive in Romanian universities for study and teaching periods. The beneficiaries of the grants who are accepted at the requested universities in Romania have access to the following features during their stay with the host university:
    • For bachelor’s degree courses there is a monthly grant, equivalent in value with the amount of EUR 120 in RON, at the exchange rate communicated by the National Bank of Romania for the last day of the preceding month.
    • For master’s degree courses, PhD courses and post-doctoral courses there is a monthly grant, equivalent in value with the amount of EUR 150 in RON, at the exchange rate communicated by the National Bank of Romania for the last day of the preceding month.
    • For teacher mobility, including assistants, lecturers, associate professors and university professors, there is a monthly grant, equivalent in value with the amount of EUR 330 in RON for assistants, EUR 360 for lecturers, EUR 390 for associate professors, and EUR 590 for university professors, at the exchange rate communicated by the National Bank of Romania for the last day of the preceding month.
    • For intensive courses and language courses, half of the amount of the monthly grant mentioned on the first and second points will be granted if the duration of the course does nt exceed 15 days. The full amount will be granted if the duration of the course exceeds 15 days.
    • Free accommodation in the student dormitories or in other university spaces for this purpose.
    • Laboratory costs related to the fulfillment of the study program and to research are covered.
    • Medical service costs are covered in agreement with the law.
  1. Iceland Liechtenstein Norway Grants Mobility Projects in Higher Education: Mobility grants for students who are citizens of Iceland, Liechtenstein, Norway and Romania. Participants of the mobility program can be:
    • Students in any study cycle (bachelor, master, PhD) or recent graduates – students should be enrolled at least in the 2nd year of the 1st
    • Staff of a HEI (teaching or non-teaching staff)

The individual support takes the form of unit costs, as following:

    • For students:
      • Individual support (subsistence) for Romanian students undertaking a study or traineeships mobility to one of the DS – 1,200 € per month
      • Individual support (subsistence) for DS students coming for study or traineeships to Romania – 1,000 € per month
    • For staff:
      • Individual support (subsistence) for Romanian staff undertaking a mobility to a DS:
        • 250 € per day
        • 1,250 € per week
        • 2,200 € per 2 weeks
      • Individual support (subsistence) for DS staff undertaking a mobility to Romania:
        • 150 € per day
        • 750 € per week
        • 1,250 € per 2 weeks
  1. The L’Oréal – UNESCO National Scholarship Program “For Women in Science”: Addressed to female researchers pursuing PhD and postgraduate programs in an accredited higher education institution in Romania.
  2. Nicolae Titulescu Scholarships: Created in order to integrate Romania into the European Union, offering internships up to 3 months in the following areas of interest: socio-economic studies, technological science, political science and administrative studies. The program grants 1,000 EUR per month.
  3. Pârvan and N. Iorga Scholarships: Available for internships and post-doctoral studies or research lasting 2 years in the following areas of interest: history and social sciences, archaeology, archival studies, library, classic and modern philology, history of art and architecture, literature and literary studies, arts, economics and science.
  4. Fulbright Grants in Romania for U.S. Students: The Fulbright Program provides funding for students, scholars, and professionals to undertake graduate study, advanced research, university teaching, and teaching in secondary schools.
    • The Fulbright Student Award: Designed to provide opportunities for those who hold a BS / BA or master’s degree, or for doctoral degree candidates, also for young professionals or artists who are studying, or conducting research. The Program also includes the English Teaching Assistant (ETA) component, offering U.S. graduate students (irrespective of field of study) the opportunity to teach English at university level.
      • Grants for Independent Research / Study Projects: Candidates at all degree levels will be considered, but preference is given to advance graduate students. Available for all disciplines.
      • English Teaching Assistant Awards: Candidates at all degree levels will be considered, but preference is given to advance graduate students who have completed or are enrolled in a degree program, irrespective of field of study, who are interested in international education and teaching and who have previous teaching experience. Preference is also given to applicants in social sciences, humanities, English language and American studies.
      • Fulbright Bulgaria – Romania Joint Research Award: Candidates at all degree levels are accepted. Applications will be considered in the following fields related to Bulgaria and Romania: European studies, East European studies, Balkan studies, Black Sea studies, political science, social sciences, classical studies, and the arts. The standard grant benefits include:
        • Monthly stipend — $ 1,000 per month
        • Travel and relocation allowance — $ 3,500
        • Research, book and incidentals allowance — $ 500
        • Health insurance for grantees only
        • Additional monthly stipend in Romanian currency, amounting to RON 4,600 (approximately $ 1,050, depending on the exchange rate) or RON 5,500 for grantees accompanied by dependents (approximately $ 1,250, depending on the exchange rate).
    • The Fulbright Scholar Award: Designated to provide opportunities for Professors and Professionals having a PhD or equivalent professional / terminal degree who wish to lecture and.\/or conduct research in a wide variety of academic and professional fields. The standard grant benefits are as follows:
      • Monthly stipend: $ 2,860 per month for faculty at the associate or full professor rank or the professional equivalent; $ 2,640 per month for faculty at or below the assistant professor rank or the professional equivalent.
      • Subsistence allowance: $ 250 – $ 450, based of the number of accompanying dependents
      • Travel and relocation allowance to cover round-trip international travel
      • Health insurance is provided for grantees only
      • Additional monthly stipend in Romanian currency, amounting to RON 6,100 (approximately $ 1,400, depending on the exchange rate) or RON 7,000 for grantees accompanied by dependents (approximately $ 1,600, depending on the exchange rate).
    • The Fulbright Specialist Program (FSP): Designed to award grants to qualified U.S. faculty and professionals, in select disciplines, to engage in short-term collaborative 2 to 6 week projects at host institutions. International costs and a stipend are funded by the U.S. Department of State Bureau of Educational and Cultural Affairs. Romanian institutions cover grantee in-country expenses or provide in-kind services.
  1. STARR-UBB Institute Fellowship: One fellowship available for the spring semester, offered to doctoral students who are at least at their 3rd year of studies, and to doctoral graduates who have earned a PhD from CEU no more than 3 years. The successful candidate will be offered:
    • Accommodation offered by UBB, financially supported by the College of Political, Administrative and Communication Sciences (FSPAC)
    • A fellowship grant from UBB equivalent to the number of course or seminar hours taught paid at UBB per hour tariffs
    • A contribution from CEU covering living costs while in Cluj-Napoca
