For its mix of Mediterranean and South-Eastern European charm and its rich historical and cultural heritage, Croatia is an ideal place for students wishing to study in a country renowned for its beautiful coast. In total, Croatia has 128 higher education institutions spread across the country.

There are a number of cheap universities in Croatia for international students. Although so, if you would like to study in Croatia while also saving up your money, you should try to apply for these scholarships in Croatia for international students.

  1. Bilateral Programs of Mobility in Higher Education

Croatian government scholarships for international students. This mobility scheme is based on bilateral agreements, exchange programs and other implementation acts of the Republic of Croatia. Higher education and scientific cooperation entails scholarship exchanges and the implementation of international research projects. Each year an average number of 400 scholarships are awarded through bilateral programs for Croatian citizens abroad and for international students and researchers at Croatian higher education and scientific institutions. Croatian Ministry of Science, Education and Sports through the Agency for Mobility and EU Programs awards scholarships to foreign students and professors of higher education institutions as well as research fellows who intend to gain further professional experience in Croatian institutions of higher education or research. Scholarships can be applied for under two different application pools:

    • Bilateral Agreements: This application pool is open only for citizens of countries (and territories) that have a valid / effective educational cooperation program with Croatia, or a bilateral agreement signed by the Croatian government or the Ministry of Science and Education and the relevant ministry of the given country (or territory). Applications of the students enrolled in the institutions of the specified countries (and territories), but without a citizenship of these same countries (or territories) will not be accepted.

Countries whose citizens may apply on the basis of a valid / effective educational cooperation program and/or a bilateral agreement: Belgium (Flanders), Bulgaria, Czech Republic, China, Germany (Bavaria), Greece, Hungary, Israel, Italy, Macedonia, Montenegro, Poland, Portugal, Romania, Slovak Republic, Spain, Turkey, and Ukraine.

    • Scholarships for Students of Croatian Language: This application pool is open only for applications by students of language departments of Croatian language and literature abroad, regardless whether or not their respective countries have a valid cooperation program or a bilateral agreement with Croatia, i.e. regardless of whether or not the language department of Croatian language and literature falls under the jurisdiction of the Ministry. If applicable, an application must be submitted by the Croatian language fellow.

Based on the signed bilateral agreements, scholarships are awarded to incoming students, teachers, scholars and researchers under these categories:

    • One semester studies for students of Croatian Language abroad
    • Semester / partial studies (3 – 10 months)
    • Undergraduate / graduate studies
    • Full PhD program (36 months) / partial PhD studies (12 months)
    • Postdoctoral studies, research (1 – 10 months)
    • Research visit (3 – 21 days or 1 – 10 months)
    • Summer course

Prospective students from the above-mentioned countries interested in scholarships available through bilateral cooperation should contact their respective ministries of education, and enquire about application deadlines and requirements for available study and research programs.

Applications are accepted only by competent authorities responsible for the implementation of scholarship programs. Applications from countries that are not mentioned above will not be taken into consideration.

  1. Research Projects Scholarships

Through bilateral programs, and in line with common interests and priority areas, the Croatian Ministry of Science, Education and Sports usually supports two-year joint research projects with these countries: Albania, Austria, China, France, Germany, Hungary, India, Macedonia, Slovenia, and the United States of America.

There are around 200 ongoing bilateral research projects in all scientific fields. The majority of research projects are in the fields of natural sciences, biomedical science, technical science, and biotechnical science.

Applicants from the above-mentioned countries interested in the research projects should contact their respective ministries of education and enquire about application deadlines and requirements for available research programs.

  1. Zagreb School of Economics and Management Scholarship Programs

Various scholarships in Croatia for international students offered at the Zagreb School of Economics and Management ((ZSEM). The scholarship programs provide opportunities for students to earn their chances at studying at the best business school in Croatia. ZSEM annually offers 28 scholarships for undergraduate studies and 12 scholarships for MBA studies to suitable candidates from the United States of America, Canada, Australia, New Zealand and South American countries.

    • Undergraduate Scholarships
      • S. – Croatia Ron Brown Scholarship Competition: 7 scholarships for undergraduate study in Croatia available only to citizens of the United States of America for the first year of study in the Academic Year 2020-2021.
      • Cardinal Stepinac Scholarship Competition: 7 scholarships only for citizens from Australia or New Zealand for the first year of undergraduate studies in the Academic Year 2020-2021 at ZSEM.
      • Croatian-Canadian Scholarship Competition: 7 scholarships only for citizens of Canada for the first year of undergraduate studies at ZSEM in the Academic Year 2020-2021.
      • Leopold Mandic Scholarship Competition for South America: 7 scholarships only for citizens of South American countries for the first year of undergraduate studies at ZSEM in the Academic Year 2020-2021.

The closing date for submissions for all undergraduate scholarships at ZSEM is December 14, 2019. The amount of tuition covered by the scholarship is as follows:

      • 2 scholarships in the amount of 2,000 Euro
      • 5 scholarships in the amount of 1,000 Euro

The total scholarship fund available is 36,000 EUR.

The scholarship will be extended to each further year of study if the student achieves a grade point average of 3.5 and above provided that the student passes all required courses no later than August 25 of the current year, unless, for specific justified reasons (illness), the ZSEM Board of Directors allows retaking or suspending up to one year of study.

    • MBA Scholarships
      • S. – Croatia Ron Brown Scholarship Competition: 3 partial scholarships only for citizens of the United States of America for the March 2020 or September 2020 intakes of the MBA program at Zagreb School of Economics and Management.
      • Cardinal Stepinac Scholarship Competition: 3 partial scholarships only for citizens of Australia or New Zealand for the March 2020 or September 2020 intakes of the MBA program at ZSEM.
      • Croatian-Canadian Scholarship Competition: 3 partial scholarships only for Canadian students for the March 2020 or September 2020 intakes of the MBA program at ZSEM.
      • Leopold Mandic Scholarship Competition for South America: 3 partial scholarships only for citizens of South American countries for the March 2020 or September 2020 intakes of the MBA program at ZSEM.

The final application deadline for the MBA scholarships at ZSEM is October 31, 2019 at midnight. The amount of tuition covered by the scholarships is as follows:

      • 1 scholarship in the amount of 2,000 Euro
      • 2 scholarships in the amount of 1,000 Euro

The total scholarship fund available is 16,000 EUR.

  1. CEEPUS Scholarships

Adjusted to the needs and living conditions in a particular country of academic exchange and they cover room and board, as well as a monthly stipend. The Central European Exchange Program for University Studies (CEEPUS) is an academic exchange program for students and teachers from Central Europe based on multilateral cooperation agreements in the fields of education and research. The main CEEPUS activity is based on university networks operating joint programs, ideally leading to joint degrees. The current member countries of CEEPUS are:

Albania, Austria, Bosnia and Herzegovina, Bulgaria, Croatia, the Czech Republic, Hungary, Macedonia, Moldova, Montenegro, Poland, Romania, Serbia, the Slovak Republic and Slovenia. Prishtina / Kosovo is also participating.

Within the CEEPUS program, scholarships are available efor teachers and two categories of students: semestral students (minimum of 3 months and a maximum of 10 months in one cycle) and doctoral students who are working on their thesis (stays shorter than 3 months are allowed).

There are two general types of mobility: mobility inside CEEPUS networks (network mobility) and mobility outside CEEPUS networks (freemovers).

CEEPUS scholarships are comprehensive grants which cover the cost of living, housing and basic medical insurance and they are adjusted to the needs and living conditions in a particular country. Additionally, CEEPUS grantees do not pay tuition fees.

Application deadlines for CEEPUS are the following:

    • June 15 for the winter semester for network mobilities
    • October 31 for the summer semester for network mobilities
    • November 30 for the summer semester for freemovers
  1. Erasmus Mundus Joint Master Degrees (EMJMD)

Full degree scholarships for a Master-level international study program. The Program is distinguished by their academic excellence and the high level of integration of the courses between multiple higher education institutions across countries. Study must take place in at least two of the Program countries. Part of the studies can also take place in a Partner country of there is a partner-country institution involved.

An EMJMD is a study program of 60, 90 or 120 ECTS credits. This means that it lasts from a minimum of 12 months, to a maximum of 24 months.

Students at Master’s level worldwide can apply. Applicants must have obtained a first higher education degree or demonstrate a recognized equivalent level of learning, according to national legislation and practices, in the degree awarding countries. You cannot benefit from another EU-funded scholarship scheme while you are receiving an EMJMD scholarship.

To receive Erasmus+ financial support, you must first be admitted onto the course by the organizing consortium and then be selected for an EMJMD scholarship.

The EMJMD scholarship covers your participation costs (including the tuition fees, library and laboratory costs, full insurance coverage and any other mandatory costs related to your participation in the Master); it represents a contribution to your travel and installation costs and includes a monthly subsistence allowance for the entire duration of the study program. The total amount of the scholarship varies according to the duration of your course and your nationality (non-EU students receive larger scholarships). A minimum of 75% of the scholarships are awarded to candidates from partner countries.
