HEC Degree Attestation for Degree and Transcript Certificates

The Higher Education Commission (HEC) has introduced new HEC Degree Attestation System (DAS) where all applicants can apply online for degree or transcript certificates attestation. Pakistanis who need degree attestation to obtain employment or study visas in foreign countries can now apply through the official HEC website.

This process is common to prove to officials in your destination country that your documents are authentic and legal. HEC currently provides attestation and legalization services for degrees, transcripts and certificates. General Information about HEC Degree Attestation System

The Higher Education Commission (HEC) has introduced new Degree Attestation System (DAS) with effect from 29 March 2017. All applicants can apply online for degree attestation by creating accounts on HEC official website and complete their online profile.

After completion of online application, applicants are required to submit their application online for initial examination. After successful online examination by HEC, applicants will be informed by HEC via SMS and email to schedule their appointment (for walk-in urgent only) according to their convenience and subject to availability of time slots. Alternatively, they can send documents through designated courier service.

Under walk-in mode, an applicant can apply for degree attestation by self-submission or can authorize any person to get attestation of his documents on his/her. Applications under walk-in mode are attested and returned on same day of scheduled visit.

Meanwhile, applications received through courier service are processed on first-come-first-serve basis and returned to applicant via courier service. On the completion of attestation process at HEC, applicants are informed via SMS and email.

If you are living abroad, you may send your documents for attestation through designated courier services where the courier company is responsible for attestation and return of documents.

For now, the walk-in mode is only valid in Islamabad, Lahore, Karachi, Peshawar and Quetta.

The attestation fee for each original document is Rs. 1000 and for each copied document is Rs. 700.

Requirements for HEC Degree Attestation

If you have already had your original documents attested and are now requesting for attestation of photocopies, you must still provide your original attested documents to HEC.

If the degree has not yet been issued, just the transcript (complete or incomplete) is attested, with the condition that the abovementioned transcript or a copy of the transcript be confirmed by the Controller of Examinations of the concerned university/degree awarding institute. In the event that your transcript is incomplete, the status of your incomplete studies must be reflected on your transcript. Furthermore, when applying for HEC Degree Attestation online, you should select the relevant choice of unfinished studies.

The information on your academic documents must be identical. Furthermore, the information must be identical to that on your CNIC or passport. You must input the details of your Aama, Khasa, Aaliya, and Almiya in your online application form and attach an equivalent granted by HEC for attestation of “Shahadatul Almiya fil Uloom al Arabia wal Islamia.” Meanwhile, you must produce the original Equivalence Letter together with all required documentation for attestation of HEC’s “Equivalence Letter.”

Please note that if fraudulent degrees or other original educational papers are brought to HEC, they will be confiscated, and the case will be referred to the Federal Investigation Agency (FIA) for further investigation and disposal in accordance with the law. Also, HEC refuses to certify any document that contains an omission, has been altered, or has been erased. In this scenario, HEC may contact your university to request revisions to your documents that are free of omissions, overwriting, or erasure.

Additional Requirements for MS/M.Phil. and PhD Degree

If a degree program of MS/MPhil/Equivalent has been launched by university after 07th November 2013, issuance of NOC by HEC is mandatory. The list showing campus wise detail of NOC is available here. On contrary, for attestation of a PhD degree, name of degree holder should be available in PhD Country Directory (PCD).

Documents Required for HEC Degree Attestation

Applicants are required to submit the following documents for the HEC Degree Attestation:

  • Transcript and degree only which they want to attest
  • A copy of CNIC or passport
  • An application form and challan form or courier receipts (in case attestation is applied through courier service)
  • Registration and/or accreditation from relevant professional body (in case of professional degree/diploma)
  • An authority letter for the authorized person from the degree holder along with a copy of CNIC of the authorized person (in case the documents are being presented by a person other than the degree holder)
  • A set of photocopies of CNIC or passport and documents that are required to be attested (for HEC record)
  • Two sets of photocopies of educational documents (if attestation of photocopies of documents are required)
  • Copies of old CNIC with father’s name or nikahnama or marriage certificate (only for those married female where name and father name mentioned on degree or transcript do not match with particulars mentioned CNIC)

Note that some documents may not be necessary in certain cases.

  • Associate Degree
  • Degree/Provisional Certificate
  • Detailed Marks Certificate (DMC) or Transcript
  • Incomplete Transcript
  • Composite Transcripts
  • Postgraduate Diploma/Diploma
  • FCPS & MCPS Certificates
  • Final Sanad of “Shadatul Alia fil Uloom al Arabia wal Islamia” and Kashful Darajat
  • Equivalence Certificate issued by the HEC of any Degree/Certificate
